我国自20世纪50年代开始建立的养老
保险体系，在经历了半个多世纪的变迁后，已经初步确立了
社会统筹和个人账户相结合的基本养老保险制度。但是，随着
经济社会的快速发展，我国城镇职工养老保险正面临着人口老龄化、就业形式多样化和劳动力流动日益频繁等诸多因素的挑战，这严重阻碍了我国城镇职工养老保险制度的发展，损害了城镇职工的养老权益。因此，在新形势下，深化对我国城镇职工养老保险全国统筹问题的研究，对推动养老保险制度的发展，无疑具有重要意义。
本文首先介绍相关养老保险相关概念作为养老保险统筹制度改革的理论基础，并从
历史和发展的角度对城镇职工养老保险统筹制度进行纵向梳理，通过回顾城镇职工养老保险制度发展历程，从总体上把握其改革与发展的路径；其次，分析了当前我国部分省份城镇职工养老保险省级统筹的实施现状，具体分析了城镇职工养老保险制度改革的实施现状，并结合部分
地区改革试点实践，总结改革中取得的成效，为我国城镇职工养老保险制度改革的顺利推行提供理论参考与对策建议。第四，通过分析国外具有代表性的国家的养老保险制度改革与发展的有益做法，总结出国外养老保险制度的共同规律，并提出对我国城镇职工养老保险全国统筹制度改革的启示意义。最后，在分析城镇职工养老保险全国统筹必要性与可行性的基础上，提出当前我国完善城镇职工养老保险全国统筹的政策与配套措施。
