经济社会转型和工业化、城镇化进程中出现的一种社会现象。由于
历史和现实原因，一直以来，农民工进城后待遇很难得到保障，特别是当前经济危机的情况下，农民工外出务工的一系列问题显得更加突出。例如：就业分配难，服务体系不足，社会保障跟不上，户籍
管理、
教育培训等问题。所以农民工问题成为当前解决的一个重中之重的问题。
本文根据当前国内国情，借鉴当前国际国内成功的经验，运用了理论分析与实践分析相结合的研究方法探讨了劳务派遣对农民工的作用，以解决农民工就业、维权和社会保障问题,并为进一步推行农民工劳务派遣模式提出了对策建议。促进农村富余劳动力由“自发无序”向“依法有序”转移,保障城乡统筹,提高就业稳定性,维护农民工的合法权益。
本文一共分为四个部分，第一部分介绍选题背景、研究意义及本文的大致结构和研究方法；第二部分介绍了农民工的历史和现状，以及对农民工问题进行了分析；第三部分分别对劳务派遣的国际国内现状进行了探讨；第四部分结合A市农民工的劳务派遣模式进行分析，并总结出相应的对策。
